The Department is seeking to implement an arrangement through open competition to provide the MOD with an Open Source Intelligence (OSINT) capability. The Prometheus Programme is required to deliver the following (though this is not exhaustive); a)A secure, flexible, and scalable IT platform until December 2025 which: Provides users with access to a range of Open Source Information and Open Source Intelligence services, including managed attribution browsing, Search Visualisation and Analysis (SV&A) tools, OSINF data feeds, and outsourced analytics. Such access to be delivered via the provision of UAD`s. Complies with MOD target architectures, and the Government ICT strategy. Supports future capability evolution and expansion, through identification, testing and integration of new OSINF/OSINT services, via Alpha-Beta-Live development. Enables incremental capability uplifts that build towards the Single OSINT Battlespace (SOB). Supports up to 500 users across multiple fixed and deployed sites. Provides operational capability by no later 23rd Dec 20. Hosted through Azure Cloud provided as GFA via ASDT. b)An Innovation service that drives continual improvements to the capability and maintains its defences. If the MOD chooses to proceed with this requirement, the OSINT contract is likely to be awarded November 2019. However, it should be noted that this is an indicative date.
