The objectives of the pre-market engagement exercise are to:

— gain initial supplier awareness, engagement and opinion,

— obtain supplier views on key issues relating to the scope and structure of the procurement(s),

— understand views on the timescale for mobilisation and deployment of the project,

— provide confidence around deliverability of options,

— understand the key issues that are likely to encourage, or discourage, suppliers from bidding,

— ensure that the Project procurement(s) and contracts are attractive to the market and encourage competition, including to potential new entrants to the market in NI,

— gain insight to the market possibilities and potential innovative solutions,

— understand risks and issues not previously considered,

— inform the Outline Business Case,

— inform the Procurement Strategy and

— prevent SEUPB from advertising an unachievable project at Official Journal of the European Union (OJEU) stage.

The next stage in the process will be considered once this pre-market engagement exercise has been completed.
