1987 'Restart' campaign a Government employment initiative, advertising JobClubs (an American idea) to those who had been unemployed a long time. First TV burst in 1987, followed by Phase 2 aimed at building a greater understanding of the Clubs and what they could achieve, presented as a service rather than a scheme. Research showed a growth in awareness and a greater chance of participation. Regional recruitment levels seen to have improved.
