In 1991 Scotrail were suffering from negative regional press coverage, not all the company's responsibility. Using a budget of just £200,000, campaign - it doesn't make sense to carry on knocking Scotrail - used four main newspaper opponents. Negative PR underwent a change for the better, attitudes to Scotrail were improved amongst non-users, all possibly due to advertising.
