The 2025 IPA Annual Review reveals an industry navigating increasing commercial pressure by balancing tighter budgets with a growing demand for strategic impact, while continuing to leverage creativity and innovation to drive value.
Agencies are increasingly being asked to deliver more strategic value while operating under tighter budgets and growing pressure to demonstrate measurable return on investment.
This is one of the key observations made in the recently published 2025 IPA Annual Review which paints a picture of an industry rising to these mounting commercial and operational challenges by balancing creativity and innovation.
While acknowledging that agencies are accelerating experimentation and adoption across creative development, workflow management and media planning, the Review stresses that human creativity remains central to advertising success, positioning AI as a tool to enhance rather than replace agency expertise.
The IPA’s work around agency pricing models and value recognition reflects growing concern that legacy remuneration structures no longer align with the strategic and creative contribution agencies provide.
DEI continues to feature prominently within the IPA’s agenda, with the organisation highlighting initiatives designed to broaden access into advertising careers and support more inclusive workplaces.
All of which reinforce the IPA position as a central support body for UK agencies navigating economic and technological disruption.
The IPA highlights how creativity and marketing effectiveness remain critical drivers of business growth and national competitiveness.
Commenting within the Review, IPA Director General Paul Bainsfair described the past year as one marked by “turbulence” for the sector but argued that agencies have remained resilient by focusing on creativity, effectiveness and adaptability.
Looking ahead, he asserts that “the industry’s ability to balance innovation with human creativity and long-term value creation, while continuing to invest in talent and trust, will shape agency success in the years ahead”.
